Abstract

The Bureau of Industry and Security (BIS) maintains, as part of its Export Administration Regulations (EAR), the Commerce Control List (CCL), which identifies certain items subject to Department of Commerce jurisdiction. On October 13, 2022, BIS published a rule that implemented controls on certain advanced computing integrated circuits and semiconductor manufacturing equipment when exported, reexported, or transferred (in-country) to the People’s Republic of China or Macau. This rule implements additional controls on semiconductor equipment, as well as technology and software therefor and clarifies existing semiconductor equipment parameters and the control structure for these items under the EAR. This action furthers the national security and foreign policy interests of the United States.
