Abstract

Shell Gulf of Mexico. Revised 2012 Outer Continental Shelf Lease Exploration Plan, Chukchi Sea, Alaska. Burger Prospect: Posey Area Blocks 6714, 6762, 6764, 6812, 6915; Chukchi Sea Lease Sale 193 (May 2011) The Bureau of Ocean Energy Management (BOEM) received a Revised Outer Continental Shelf Lease 2012 Chukchi Sea Exploration Plan (May 2011) from Shell Gulf of Mexico, Inc on October 11, 2011. The Exploration Plan (EP) was deemed submitted on November 16, 2011. Shell proposes to use the drillship M/V Noble Discoverer and various support vessels to conduct a multi-year exploration drilling program in the Chukchi Sea beginning in July 2012. Shell proposes to drill up to six wells within the Burger Prospect, located about 70 miles off the coast in approximately 140 feet of water. Site operations would be performed from July to October each year, through the end of the exploration program. At the end of each open-water season, the drillship and support vessels would exit the Chukchi Sea. BOEM has determined that Shell’s EP, supporting materials, and documentation are sufficient for the agency to begin a full analysis, and in accordance with federal law, BOEM now has 30 calendar days to analyze and evaluate the EP. As part of this analysis and under the National Environmental Policy Act (NEPA), the bureau will also prepare a site-specific environmental assessment (EA) of the proposed exploration activities. BOEM will review the EP and approve, disapprove or require modification by December 16, 2011. You can comment on the EP. The last day that BOEM Alaska Region will accept comment on the EP is December 7, 2011. Comments on the EP should be focused on whether or not the EP: a) Conforms to the Outer Continental Shelf Lands Act, applicable implementing regulations, lease provisions and stipulations, and other Federal laws; b) Is safe; c) Conforms to sound conservation practices and protects the rights of the lessor; d) Unreasonably interferes with other uses of the OCS, including those involved with National security or defense; or e) causes undue or serious harm or damage to the human, marine, or coastal environment.
