Abstract
Framework 48 proposes changes to management measures in response to recent assessment updates and to mitigate the potential economic impacts of expected reductions in catch limits in fishing year (FY) 2013. Framework 48 would update status determination criteria for Gulf of Maine cod, Georges Bank cod, and Southern New England/Mid-Atlantic yellowtail flounder, to make way for Framework 50 which would set updated catch limits for these and other groundfish stocks for FY 2013. Framework 48 would also establish sub-ACLs for the scallop and small-mesh fisheries for bycatch of certain groundfish stocks; eliminate the requirement for sectors to have an industry-funded at-sea monitoring program in FY 2013; implement cost-sharing for at-sea monitoring between sectors and NMFS; eliminate the dockside monitoring program for the commercial groundfish fishery; allow sectors to request exemptions from groundfish closed area regulations; modify accountability measures for the commercial and recreational fisheries; and modify management measures for Georges Bank yellowtail flounder.
