Manufacturers appreciate the challenges faced by FAA as the operating Agency. FAA needs to prepare for an enormous amount of certifications for NextGen applications. Without any significant qualification, AIA endorses the ARC Report recommendations. Pursuit of the dual linkage strategy and the necessity for broad equipage to realize benefits present considerable challenges in transformation from the legacy system. In general, AIA membership believes that ADS-B Out and ADS-B In performance-based standards should be determined in unison to expedite equipage through an improved business case. Moreover, industry supports a broad array of equipage incentives to expedite ADS-B equipage leading to an acceleration of NextGen benefits.
