The Agricultural Retailers Association (ARA) appreciates the opportunity to offer comment on the U.S. Department of Homeland Securitys (DHS) release of the Advance Notice of Rulemaking (ANRM) for Chemical Facility Anti-Terrorism Standards (CFATS) issued on Aug 18, 2014. Security is a priority for agricultural retailers and distributors. ARA has testified publicly to Congress in support of a long-term reauthorization of CFATS, a risked-based, tiered approach program that increases security at high risk facilities. Our association is an active member of the DHS Chemical Sector Coordinating Council (CSCC) and we commend DHS for providing opportunities for input towards improving the CFATS program for the future. It is important for any DHS regulation to adequately reflect the needs of Americas agricultural industry and our rural economy as a one size fits all approach will not work.
