The Air Line Pilots Association, International (ALPA), which represents more than 67,000 airline pilots who fly for 43 airlines in the U.S. and Canada, has revied the subject document. We are most appreciative of the opportunity to provide the Transportation Security Administration (TSA) with our comments and recommendations on the important issues of civil aviation security. Since the events of September 11, 2002, it is clearly recognized that jet aircraft can be used as highly lethal human-guided missles. For that reason, ALPA endorses the concept of enhanced security measures for larger, privately chartered aircraft, per this rule. We do not, however, concur with the exclusion for government charters from this regulation and fail to understand how a government aircraft is somehow less vulnerable to terrorism, or less of a threat when in control of terrorist hijackers, than a private charter. We recommend that the government institute one level of security for all operators, regardless of whether the aircraft is operated privately or publicly.
