Air Line Pilots Association, International ("ALPA"), representing over 65,000 professional airline pilots flying passenger and cargo aircraft at 23 airlines in the United States, submits the attached comments in response to the Department of Homeland Security's ("DHS" or the "Department") notice of proposed rulemaking ("NPRM") amending 8 C.F.R. Part 214, the regulation that governs nonimmigrant classes including employment-based nonimmigrant workers under the H-1B visa program.
