Abstract

The U.S. Department of Transportation (Department or DOT) is proposing to require that air fare advertisements by air carriers, foreign air carriers, and ticket agents clearly disclose all mandatory charges and fees, except for government-imposed taxes, in the total price. This rule is intended to harmonize DOT’s air fare advertising rules with the recent consumer protection rules issued by the Federal Trade Commission (FTC) regarding live event tickets and short-term lodging. The Department is also proposing to rescind air fare advertising guidance that is inconsistent with this rulemaking.
