Establish Class D airspace for Albert J Ellis Airport, NC 17-ASO-23

The Aircraft Owners and Pilots Association (AOPA) did not state an object to the airspace proposal, but commented that the FAA failed to include a graphical depiction of the airspace change in the rulemaking docket. AOPA further wrote that the effective date of the new Class D airspace should coincide with charting of the airspace on the Sectional Chart. FAA Order JO 7400.2, "Procedures for Handling Airspace Matters," states that the official docket must include, among other items, "available graphics." FAA normally would prepare a graphic for complex airspace actions. In this case, the new part-time Class D airspace area at Albert J. Ellis Airport (KOAJ), Jacksonville, NC, has the same dimensions as the existing (and currently charted) part-time Class E surface area at KOAJ. Therefore, FAA determined that a graphic was not required for this action. The effective date for the new Ellis Airport Class D airspace area is July 19, 2018. This is the same date as the next edition of the Charlotte Sectional Aeronautical Chart, so the Class D airspace will be depicted concurrent with that chart.
