Airports Council International-North America (ACI-NA) is pleased to have the opportunity to submit additional comments regarding the Supplemental Notice of Proposed Rulemaking (SNPRM) for Airport Safety Management Systems (SMS). The attached comments complement comments ACI-NA submitted in 2012 regarding the original Proposed Rule and in 2016 regarding the amended Proposed Rule. These prior comments already appear within this Docket.

Airports Council International-North America is pleased to submit the attached comments regarding the FAA's Supplemental Notice of Proposed Rulemaking (SNPRM) for Airport Safety Management Systems (SMS).
On December 10, 2012, an updated schedule regarding the proposed rule was described in the "December 2012 Significant Rulemaking Report" published by the U.S. Department of Transportation. The Report indicates that FAA will be publishing a Supplemental Notice of Proposed Rulemaking (SNPRM) by December 12, 2013, with an associated public comment period that will end on February 10, 2014. We have the following questions regarding the SNPRM described in the December 2012 Significant Rulemaking Report: 1. Does the SNPRM effectively extend the rulemaking process associated with airport safety management systems through early 2014? 2. Will the public comment process regarding the NPRM (FAA-2010-0997-0001) be formally reopened prior to issuance of the SNPRM? 3. Will the FAA provide responses to the public comments submitted regarding the NPRM prior to issuance of the SNPRM? With respect to the third question, ACI-NA strongly encourages the FAA to provide interim responses to the comments that were submitted regarding the NPRM as soon as possible and certainly prior to the planned issuance of the SNPRM in December 2013.
