Re: Request for Extension of Comment Periods in The Safer Affordable Fuel Efficient Vehicles Proposed Rule for Model Years 2021-2026 (Dockets EPA-HQ-OAR-2018-0283, NHTSA-2018-0067/NHTSA-2017-0069) and Draft Environmental Impact Statement for SAFE Vehicles Rule (Docket NHTSA-2018-0067-1425) The Alliance of Automobile Manufacturers (Alliance) requests an extension of the public comment periods for The Safer Affordable Fuel Efficient (SAFE) Vehicles Proposed Rule for Model Years 2021-2026 (NPRM) issued jointly by the U.S. Environmental Protection Agency (EPA) and the National Highway Traffic Safety Administration (NHTSA) (the Agencies) as well as for NHTSAs related Draft Environmental Impact Statement (DEIS) for this proposed rule. The Alliance requests an extension of the NPRM comment period from the current 60 days to a total that is not less than 120 days. We also ask that NHTSA align the comment period for the Draft EIS to end on the same day as the comment period for the NRPM. See attached file with signed extension letter. Thank you.

Abstract

This Environmental Impact Statement (EIS) analyzes the environmental impacts of fuel economy standards and reasonable alternative standards for model years 2021 to 2026 for passenger cars and light trucks. NHTSA has proposed these new or amended Corporate Average Fuel Economy (CAFE) standards under the Energy Policy and Conservation Act of 1975, as amended by the Energy Independence and Security Act of 2007. Environmental impacts analyzed in this EIS include those related to fuel and energy use, air quality, and climate change. In developing the proposed standards, NHTSA considered “technological feasibility, economic practicability, the effect of other vehicle standards of the Government on fuel economy, and the need of the United States to conserve energy,” as required by 49 U.S.C. § 32902(f)
