The Alliance of Automobile Manufacturers (Alliance) and the Association of Global Automakers (Global Automakers) are filing these comments in response to the Notice of Proposed Rulemaking (NPRM) on the adjustment of the civil penalty rate under the Corporate Average Fuel Economy (CAFE) program. The Alliance is an association of twelve vehicle manufacturers which account for roughly 70% of all car and light truck sales in the United States. Its members are BMW Group, FCA US LLC, Ford Motor Company, General Motors, Jaguar Land Rover, Mazda, Mercedes-Benz USA, Mitsubishi Motors, Porsche Cars North America, Toyota Motor North America, Inc., Volkswagen Group of America, and Volvo Car USA. Global Automakers represent the U.S. operations of international motor vehicle manufacturers, original equipment suppliers, and other automotive-related trade associations.
