On behalf of the American Academy of Pediatrics (AAP), a non-profit professional organization of 67,000 primary care pediatricians, pediatric medical sub-specialists, and pediatric surgical specialists dedicated to the health, safety and well-being of infants, children, adolescents, and young adults, we appreciate the opportunity to provide input on the U.S. Department of Health and Human Services (HHS) Administration for Children and Families (ACF) proposed Model Family Foster Home Licensing Standards. The AAP commends ACF for developing these guidelines, which will support quality placements for children in foster care and a reduction in unnecessary barriers to placements with extended relatives, known as kinship care. Abstract

The Family First Prevention Services Act (FFPSA) directs the U.S. Department of Health and Human Services (HHS) to identify “reputable model licensing standards with respect to the licensing of foster family homes. In response to this directive, the Children's Bureau (CB) solicits comments on the proposed National Model Family Foster Home Licensing Standards.
