The American Bus Association (ABA) would like to express its support for the comments submitted by Capitol Bus Lines Inc. under DOT-OST-2017-0069-2749. We feel that making changes to 395.5(b)(1) and 395.5(b)(2) will help increase the industry's efficiency, ease the financial burden on small businesses and improve the safety performance of the motorcoach industry. Often times, motor carriers will operate a vehicle unnecessarily to get an additional 10 hours of flexibility added to their drivers' on-duty status allotment. This is a practice that should be evaluated and reconsidered.
