Please find attached the comments of the American Chemistry Council on EPA's proposed 2013 revisions to the GHG Reporting Rule.

Abstract

The EPA is proposing to amend specific provisions in the Greenhouse Gas Reporting Rule to clarify or amend certain provisions based on feedback from stakeholders during program implementation. EPA is also proposing to amend subpart A, General Provisions, to reflect global warming potentials that have been adopted by the IPCC and to propose global warming potentials for certain fluorinated heat transfer fluids. This action also proposes new confidentiality determinations for the reporting of new data elements under the proposed amendments.
