The American Chemistry Council (ACC) appreciates the opportunity to provide written comments to the U.S. EPA in response to the Agencys proposed National Emission Standards for Hazardous Air Pollutants (NESHAP): Hydrochloric Acid (HCl) Production Residual Risk and Technology Review (RTR) (the Proposal). Some ACC member companies own or operate facilities in the HCl production source category and are subject to the NESHAP requirements. In addition, ACC members may own or operate sources in other regulated source categories associated with the Proposals whole facility risk modeling and thus have an interest in both facets of the risk review. As such, we offer these comments for the Agencys consideration on discrete portions of EPAs proposal.
Abstract
The Environmental Protection Agency (EPA) is finalizing amendments to the National Emission Standards for Hazardous Air Pollutants (NESHAP) for the Hydrochloric Acid Production source category. The amendments address the results of the residual risk and technology reviews (RTRs) conducted as required under the Clean Air Act (CAA).
