The American Chemistry Council (ACC), The American Forest & Paper Association (AF&PA), The American Wood Council (AWC), the Industrial Energy Consumers of America (IECA), and the National Lime Association (NLA) (collectively, the "Commenters") appreciate the opportunity to provide comments to the Environmental Protection Agency (EPA) on its proposed Revisions and Confidentiality Determinations for Data Elements Under the Greenhouse Gas Reporting Rule (GHGRP Proposal). As noted in our comments below, the Commenters have significant concerns regarding legal, policy, and procedural flaws associated with this rulemaking. This is amplified by the Agency's refusal to grant a reasonable extension to the comment period to allow consultation with members and chemical value chain partners. For these reasons outlined below, the Commenters recommend that EPA remove subpart B from the proposal entirely and eliminate adjustments to Subpart C that would confuse the categorization of industrial operations.
