On behalf of the American Chemistry Council (ACC), I am writing to request an extension of the comment period for the Environmental Protection Agency's (EPA or the Agency) proposed rulemaking "New Source Performance Standards Review for Volatile Organic Liquid Storage Vessels (Including Petroleum Liquid Storage Vessels)," published in the Federal Register on October 4, 2023. The proposed rulemaking represents a complex and far-reaching Agency initiative with precedential effect and it has significant implications for several chemical manufacturing source category entities, including updates to applicability and controls across several categories of equipment. As a result, we believe that additional time is necessary to fully analyze the proposed rulemaking and provide meaningful comments; therefore, we request that EPA extend the current comment period for an additional 18 days to a new deadline of December 8, 2023.
