The American Chemistry Council appreciates the opportunity to provide comments on the Environmental Protection Agencys proposed Clean Water Act Hazardous Substances Discharge Prevention Action. ACC members own and operate chemical manufacturing facilities subject to various federal, state, and local regulatory permit and discharge requirements. As such, ACC members have a significant interest in EPAs consideration of potential new CWA regulatory requirements and this Proposed Action. In addition to these comments, ACC also joined with a number of other trade associations to provide separate comments on the Proposed Action.
