The American Chemistry Council is pleased to submit comments in response to the Environmental Protection Agency's Request for Information on the Solid Waste Infrastructure for Recycling (SWIFR) grant program. Among ACC's top priorities is creating a stronger, more effective U.S. recycling system. Fortunately, our Roadmap 2.0 aligns with many areas of EPA's National Recycling Strategy, particularly with a focus on increasing the supply of post-use plastics for recycling through new sortation and processing technologies and strengthening demand via end-market development. Because our comments are quite extensive, we're providing them as Attachment #1 for your thorough review and consideration. We appreciate this opportunity to give all stakeholders the chance to help address needed improvements to the recycling infrastructure through IIJA funding and look forward to to continuing our engagement with EPA to advance our collective circularity goals and end-of-live solutions for plastics packaging.

Abstract
EPA’s Office of Land and Emergency Management (OLEM) is developing and implementing several new programs as directed by the 2021 Infrastructure Investment and Jobs Act (IIJA), also referred to as the Bipartisan Infrastructure Law (BIL). This action provides the public with the opportunity to share information to inform the development of the Solid Waste Infrastructure for Recycling (SWIFR) grant program, which will fund improvements to local post-consumer materials management including municipal recycling programs and assist local waste management authorities in making improvements to local waste management systems. OLEM is seeking information from a broad array of stakeholders about needed improvements to solid waste management systems (e.g., waste reduction, collection, sorting, processing, and end-markets for reuse and recycling).
