The American Chemistry Council's Biocides Panel appreciates the opportunity to provide the attached comment to the U.S. Environmental Protection Agency's (EPA or Agency) draft Pesticide Regulation (PR) Notice 2017-XX, Notifications, Non-Notifications and Minor Formulation Amendments. As detailed in the attached, the Panel asks the Agency to reconsider several provisions of PRN 17-X and revise the notice accordingly. Given the substantial number of amendments we believe are needed, the EPA should issue a revised PRN 17-X for public comment. Separately, we recommend that EPA establish a docket specific to the topic of ingredient disclosure and separately address this complex issue.

Abstract
The Agency is announcing the availability of and seeking public comment on a draft Pesticide Registration Notice (PR Notice) entitled “Pesticide Registration (PR) Notice 2016-XX: Notifications, Non-notifications and Minor Formulation Amendments.” PR Notices are issued by the Office of Pesticide Programs (OPP) to inform pesticide registrants and other interested persons about important policies, procedures, and registration related decisions, and serve to provide guidance to pesticide registrants and OPP personnel. This particular draft PR Notice provides guidance to the registrant concerning the process for notifications, non-notifications and minor formulation amendments. Providing this clarity should save both the registrants and the Agency time and resources, while continuing to protect human health and the environment
