Dear Mr. Schweer: The American Chemistry Council (ACC) appreciates the opportunity to submit comments on the Environmental Protection Agencys (EPAs) proposed revision of the Information Collection Request (ICR), Pre-Manufacture Review Reporting and Exemption Requirements for New Chemical Substances and Significant New Use Reporting Requirements for Chemical Substances and identified by EPA ICR No. 0574.17 and OMB Control No. 20700012, published in 81 Fed. Reg. 23543, April 28, 2015. ACC and its members are committed to enhancing the quantity and quality of data and information provided to EPA on chemicals in commerce. ACC supports EPAs commitment to strengthen chemicals management in the U.S. We recognize that the information gathered during pre-manufacturing and significant new use reviews helps EPA fulfill its mission to protect the health and safety of the public and environment. In our view, it is important that EPA accurately reflect the burden on U.S. businesses associated with compliance under this obligation.
