Sirs - I have attached the petition that the American Chemistry Council's Phthalate Anhydride Producers Panel filed in June 2015 challenging the inclusion of the chemical on the Work Plan Chemicals list. Also attached are EPA's November 2015 response to the petition and the Panel's request for reconsideration filed in December 2015. I am submitting these documents as evidence of the need for the CSAC to review the process that EPA used to identify Work Plan chemicals in 2012 and 2014 - particularly as it relates to exposure potential. Although EPA has suggested that exposure can be addressed as part of the problem formulation step for a chemical, exposure potential is a critical component in the initial screening of chemicals and should not be deferred to a subsequent activity. Abstract
This notice announces a half-day meeting of the Chemical Safety Advisory Committee (CSAC) to consider and review background information on the Toxic Substances Control Act (TSCA), the TSCA Work Plan Chemical Program, and aspects of TSCA risk assessment approaches.
