The American Chemistry Council appreciates the opportunity to comment on the Agency?s external review draft report entitled ?Child-Specific Exposure Factors Handbook,? EPA/600/R-06/096A, Docket ID No. EPA-HQ-ORD 2006-0812, Federal Register: October 6, 2006 (Volume 71, Number 194, Page 59107-59108).
This draft Child-Specific Exposure Factors Handbook is an update of a 2002 interim final version of this handbook that was published in January 2003. This draft document addresses factors commonly used in exposure assessments for children. Children are often more heavily exposed to environmental toxicants than adults. They consume more food and water and have higher inhalation rates per pound of body weight than adults. Young children play close to the ground and come into contact with contaminated soil outdoors and with contaminated dust on surfaces and carpets indoors. In addition, exposure to chemicals in breast milk affects infants and very young children.
