The American Chemistry Council (ACC), acting on behalf of its Plastics Division, is pleased to provide the following comments to NHTSA (the Agency) regarding the "Safer Affordable Fuel Efficient (SAFE) Vehicles Rule III for Model Years 2022 to 2031 Passenger Cars and Light Trucks" (NPRM). These comments will focus on the following topics: ACC's members are partners and solutions providers to automakers; ACC supports NHTSA standards that recognize mass reduction as an effective strategy to achieve both improved safety and fuel economy outcomes; NHTSA should deepen its analysis of existing older studies to better reflect the data about the role of vehicle design in safety outcomes associated with vehicle mass reduction; NHTSA should consider newer studies and data to better inform its analysis of the relationship between vehicle mass, vehicle design, and safety; and NHTSA should address the relationship between adoption of ADS/ADAS technologies, increased use of plastics and polymer composites in vehicles, and positive safety impacts.
