Dear EPA, I live in a rural farming community, I am asking you to stand strong in defense of the Renewable Fuel Standard (RFS). The RFS works for rural America, contributing to 360,000 jobs and providing homegrown fuel for our country. A true win-win proposal would lift summertime restrictions on the sales of 15 percent ethanol blends. This minor change would support growth on all sides, generate a new supply of Renewable Identification Numbers (RINs), and ease pressure on refiners. But this proposal holds no value if it becomes tied to destructive RIN caps that eliminate market access for biofuels. As has been reported, the effects of a price cap on RINs would be devastating to rural America, where net farm income is projected to hit a 12-year low. RINs are simply a flexible and efficient system - designed with help from refiners - for tracking each gallon of biofuel as it makes its way to consumers. There is no way to cut, cap, or eliminate RINs without cutting, capping, or eliminating gallons of homegrown fuel. Americans have called for greater energy independence, especially in light of the troubled source of some of our oil supply, and renewable, farm-grown fuels are helping us achieve that goal while also providing a market-driven way to improve air quality. Americans still support those goals. After years of declining agricultural income, your steadfast support of homegrown biofuels has been a lifeline for the farm economy, and farmers are deeply grateful to you for upholding the campaign promises made to rural America. I ask that you send a clear and final signal that this administration will no longer entertain misleading schemes designed to kill the RFS. Sincerely, Vivian Rabi Raja Christopher

Abstract

EPA is proposing applicable percentage standards for the four categories of renewable fuel in the Renewable Fuel Standard (cellulosic biofuel, biomass-based diesel, advanced biofuel, and total renewable fuel) for 2019. EPA is also proposing the biomass-based diesel volume for 2020.
