A coalition of the following industry organizations hereby submits comments on the proposed updates to Section 1, Chapter 2 ("Cost Estimation: Concepts and Methodology"), Section 3.1, Chapter 1 ("Refrigerated Condensers") and Section 3.2, Chapter 2 ("Incinerators/Oxidizers") in EPA's Air Pollution Control Cost Manual (81 Fed. Reg. 65352 (September 22, 2016)). American Coke and Coal Chemicals Institute American Forest & Paper Association American Fuel & Petrochemical Manufacturers American Wood Council Brick Industry Association Council of Industrial Boiler Owners Rubber Manufacturers Association The organizations' member companies own and operate air pollution control systems of various types that may be evaluated for application of controls using EPA's Air Pollution Control Cost Manual. As this manual is used by both regulators and industry to inform pollution control strategies and cost analyses, it is imperative that the updates to these chapters include the most recent, best available information on equipment cost estimating methodologies, as well as the applicability, performance, and cost of air pollution control systems. Therefore, we respectfully request that EPA address our comments regarding the draft chapters prior to releasing them in final form.

As this manual is used by both regulators and industry to inform pollution control strategies and cost analyses, it is imperative that the updates to these chapters include the most recent, best available information on the applicability, performance, and cost of these technologies for industrial combustion applications. Therefore, we respectfully request that EPA address our attached comments regarding the draft chapters prior to releasing them in final form.
Abstract
EPA is currently working to update the EPA Air Pollution Control Cost Manual, a document that has existed for nearly 30 years and is currently in its sixth edition. The current edition has not been updated since 2003. EPA is required to begin development of a seventh edition of this document under the 2014 Omnibus Act, and this will consist of release of several updated chapters at one time over a period of several years. All updated chapters will be available for public comment.
