The American Gas Association (AGA) commends and supports EPA's proposal to extend the SPCC compliance deadline until July 1, 2009. However, as described in our attached comment letter, we urge EPA to tie the compliance deadline to a date 12 months after EPA publishes the final "loose ends" rule. This would help EPA avoid having to issue repetitive extensions in the event that the "loose ends" rule is delayed. AGA appreciates the opportunity to comment.

Abstract

The Environmental Protection Agency is proposing to extend the dates by which facilities must prepare or amend Spill Prevention, Control, and Countermeasure Plans (SPCC Plans), and implement those Plans.
