Thank you for the opportunity to comment on the U.S. Environmental Protection Agency's (EPA) proposed rulemaking Protection of Stratospheric Ozone: Update to the Refrigerant Management Requirements under the Clean Air Act (80 Fed. Reg. 69458)(November 9, 2015)(Proposed Rule). The American Iron and Steel Institute (AISI) serves as the voice of the North American steel industry in the public policy arena and advances the case for steel in the marketplace as the preferred material of choice. AISI also plays a lead role in the development and application of new steels and steelmaking technology. AISI is comprised of 19 member companies, including integrated and electric furnace steelmakers, and approximately 125 associate members who are suppliers to or customers of the steel industry. AISI member companies will be impacted by the Proposed Rule and we submit the attached comments for consideration. We also support the comments of AK Steel Corporation, the US Chamber of Commerce and the National Association of Manufacturers filed under separate cover to this docket. Abstract

This rule proposes to implement the prohibition under section 608 of the Clean Air Act against knowingly venting, releasing or disposing of refrigerants or refrigerant substitutes during the course of maintaining, servicing, repairing, or disposing of appliances and industrial process refrigeration by updating and then extending, as appropriate, the existing requirements under section 608 that currently apply for ozone-depleting refrigerants to non-ozone-depleting refrigerant substitutes, such as hydrofluorocarbons (HFCs). This action would reduce emissions of high global warming potential and ozone-depleting substances.
