Abstract

The Bureau of Ocean Energy Management (BOEM) is giving notice of its intent to change a criterion and to clarify selected definitions in its existing Bid Adequacy Procedures for ensuring receipt of Fair Market Value (FMV) on Outer Continental Shelf (OCS) oil and gas leases. In particular, BOEM proposes to remove the ‘‘Number of Bids Rule’’ that is currently applicable in Phase 1 of the Bid Adequacy Procedures.
