Thank you for the opportunity to submit comments on the Risk Management, Financial Assurance and Loss Prevention Proposed Rule.

Abstract

BOEM proposes to establish new criteria to determine whether oil, gas and sulfur lessees, and holders of right-of-use and easement and pipeline right-of-way grants, will be required to provide bonds or other security to ensure compliance with their obligations under a lease, a right-of-use and easement or a pipeline right-of-way and would allow BOEM to consider the financial strength and reliability of a lessee, a co-lessee, a co-holder of a grant, a responsible predecessor, and/or the parent company of each to determine whether a lessee or grant holder must provide additional security.
