The American Petroleum Institute (API) offers the following comments on the Department of Homeland Securitys (DHS) Advanced Notice of Proposed Rulemaking [Docket No. DHS-2014-0016], Chemical Facility Anti-Terrorist Standards (CFATS). API is the only national trade association representing all facets of the oil and natural gas (ONG) industry, which supports 9.8 million U.S. jobs and 8 percent of the U.S. economy. APIs more than 600 members include large integrated energy companies, as well as exploration and production, refining, marketing, pipeline, and marine businesses, and service and supply firms. API members are deeply committed to safe, secure, and environmentally responsible operations which eliminate or reduce potential risk to the public, as well as their employees and their operations. Safety and security are key elements in all operations and we will continue to work with DHS and Infrastructure Security Compliance Division (ISCD) to ensure we are operating in a manner that protects our workers and communities, promotes safe practices, meets regulatory requirements and improves our countrys ability to thwart terrorism, in whatever form it may take.
