See uploaded comments that make make three points regarding the EPA draft plan: 1.In the draft plan, EPA has focused almost exclusively on potential adverse aspects of changes in climate. EPA should revise the plan to also indicate that there may be positive aspects of changes in climate such as longer growing seasons and increased crop production. 2.Any steps that EPA takes to formalize its response to climate change impacts on its regulatory efforts should be subject to the formal notice and comment rulemaking process and not be handled through guidance documents. 3.Whatever process EPA establishes to integrate adaptation into the rulemaking process should initially acknowledge that adaptation is not exact science. Therefore, EPA should allow for periodic review of its integration program as more knowledge is gained on adaptation.

Abstract

EPA is inviting public review and comment of its DRAFT Agency Adaptation Plan during a 60-day public comment period lasting until ______, 2012. The EPA Adaptation Plan is being developed in response to a key recommendation made by the Interagency Climate Change Adaptation Task Force in October 2010 that every federal agency develop and implement a climate-change adaptation plan to address the challenges climate change poses to its mission, operations and programs.
