The American Petroleum Institute (API) represents nearly 400 member companies involved in all aspects of the oil and natural gas industry. API members are subject to the PSD and NSR regulations and have applied for and received numerous Operating (Title V) Permits. API is pleased to offer these comments on the subject proposal. API has long been interested in potential improvements to the permitting process and is pleased to see EPA, in this proposed rulemaking, taking steps to clarify the permit content and format requirements as well as proposing methods that minimize the need for permit updates during the term of the permit. API?s recommendations presented in the attached comments are intended to ensure that the permit regulations are interpreted consistent with existing practices that already provide flexibility and that new procedures are established in a way that allows facilities to utilize the ?Green Group? approach based on their physical configurations.
