The American Petroleum Institute ("API") is the primary trade association of America's oil and natural gas industry and represents almost 400 members involved in all aspects of the industry. API provided comments at the public hearing for National Ambient Air Quality Standards (NAAQS) for Lead in Baltimore, Maryland on June 12, 2008. The Administrator of the Environmental Protection Agency ("EPA" or "Agency") is soliciting comment on either revising or retaining the current primary and secondary lead ("Pb") standards. API appreciates EPA's efforts in considering the scientific evidence and information as it moves forward on updating the lead NAAQS. As noted in this letter, however, we have included specific comments in regards to (1) the framework and process for review of the standards, (2) estimated risks calculations, (3) the appropriateness of a zero lead NAAQS and (4) the placement of monitors. We urge EPA to carefully review and consider our comments prior to making any final decision on the lead NAAQS. In addition, EPA must ultimately provide a transparent basis to support the chosen NAAQS.
