Abstract

The U.S. Environmental Protection Agency (EPA) proposes to revise rule provisions for the New Source Review (NSR), Outer Continental Shelf (OCS) and Title V programs to allow reviewing authorities alternate methods of public notice for permitting actions in addition to newspaper publication. The alternate methods would provide states and the EPA with flexibility in communicating permitting actions with the public and would greatly expand access to all permit related documents, including, but not limited to, draft permits, final permits and fact sheets as well as information on public hearings.
