American Petroleum Institute (API) respectfully submits the attached comments on the Environmental Protection Agency's (EPA's) "Release of Draft Control Techniques Guidelines for the Oil and Natural Gas Industry" at 80 FR 56577 (September 18, 2015). See attachment(s)

Abstract

Oil and natural gas production is a significant source of ozone-forming volatile organic compounds. EPA’s regulations to reduce emissions from the oil and natural gas industry generally do not address existing sources. This Control Techniques Guideline will extend control measures from the Oil and Natural Gas New Source Performance Standards to existing sources.
