Abstract

This rulemaking proposes to revise the title V regulations (40 CFR 70) to streamline and clarify processes related to submission and review of title V petitions. The proposal identifies potential requirements for and provides guidance on the substance and format of title V petitions submitted to the EPA, as well as provides direction as to how petitions should be submitted to the Agency. Descriptions of additional elements around the Agency’s review of petitions are included to increase transparency.
