API has three main comments on the proposed rule: --API supports changing the IUR reporting cycle from four years to five years. --API strongly opposes moving the submission period from the end of the calendar year to the beginning, and urges the Agency to maintain the existing submission period. --API appreciates EPA?s effort to update the petroleum process streams list at 40 CFR 710.46(b)(1), and requests that EPA establish an ongoing mechanism for adding new streams to the list. API objects to the narrow definition of petroleum refinery process stream that is introduced in the proposed rule.
