API concludes that recommendations to address a climate penalty in current air quality management efforts are premature and should be removed from the Interim Report. These discussions should be postponed until at least after Phase II of this effort and more appropriately should be addressed through the rulemaking process, not under this assessment process.

Abstract

The report is intended for air quality managers and scientist working in the field of air quality, to provide them with a summary and synthesis of the scientific results, to date, that have emerges fro the EPA ORD Global Change Research Program assessment of the impacts of global change on US regional air quality.
