The American Petroleum Institute (API) offers the attached comments on the Department of Transportation's (DOT) Pipeline and Hazardous Materials Safety Administration's (PHMSA) Notice of Proposed Rulemaking (NPRM) [Docket No. PHMSA-2014-0105 (HM-251B)], "Oil Spill Response Plans and Information Sharing for High-Hazard Flammable Trains." API is a national trade association that represents over 650 members involved in all aspects of the oil and natural gas industry, including producers, refiners, suppliers, pipeline operators and marine transporters, as well as service and supply companies that support all segments of the industry. API members are committed to safe movements of crude oil by rail and the effective prevention, mitigation and response to potential incidents. API and our members are pleased to see the publication of this NPRM and PHMSA's consideration of our comments to their Advanced Notice of Proposed Rulemaking.
