The American Public Power Association (APPA) appreciates the opportunity to submit comments in response to the Environmental Protection Agency's (EPA or Agency) notice that Chapter 1, Section 5, "Wet Scrubber for Acid Gas" (to be renamed Wet and Dry Scrubbers) of the current EPA Air Pollution Control Cost Manual (Cost Control Manual) is being updated.

Abstract

EPA is currently working to update the EPA Air Pollution Control Cost Manual, a document that has existed for nearly 30 years and is currently in its sixth edition. The current edition has not been updated since 2003. EPA is required to begin development of a seventh edition of this document under the 2014 Omnibus Act, and this will consist of release of several updated chapters at one time over a period of several years. All updated chapters will be available for public comment.
