Dear Director Williams: The Animal Welfare Institute ("AWI") submits the following comments regarding the U.S. Fish and Wildlife Service ("USFWS")'s proposal to expand hunting opportunities on Blackwater, Chincoteague, Eastern Neck, Erie, Great Thicket, Patuxent Research Refuge, Rachel Carson, and Wallops Island National Wildlife Refuges. 88 Fed. Reg. 41,058 (June 23, 2023). This comment is limited to the aspect of the proposed rulemaking that would require the use of non-lead ammunition and tackle in areas where UWFWS is proposing to expand hunting and fishing opportunities. AWI strongly supports the aspect of the proposed rule that would require the use of non-lead ammunition and tackle due to lead's toxic impact on wildlife, particularly avian species.
