Attached are the Association of American Railroad's comments to EPA's notice of proposed rulemaking (NPRM) concerning user fees for the electronic hazardous waste manifest system and amendments to manifest regulations. Thank you for considering them. Sincerely, Robert E. Fronczak, P.E.

Abstract

Through this action, EPA will develop and promulgate the methodology by which the Agency will set and revise user fees that the Agency is authorized to charge users of the hazardous waste manifest for manifest related services. The user fees will offset the costs of developing and operating the e-Manifest System.
