The Bureau of Ocean Energy Management (BOEM) received the Hilcorp Alaska, LLC (Hilcorp) Liberty Development and Production Plan (Liberty DPP) for OCS Leases Y-1650 and Y-1585, on September 8, 2015. A copy of the Liberty DPP with additional information is available on the BOEM Alaska Region website at: http://www.boem.gov/Hilcorp-Liberty/. BOEM has deemed the Liberty DPP submitted pursuant to 30 CFR 550.266(c) on September 18, 2015. This decision does not mean that the DPP has been approved; it merely denotes that BOEM has conducted a preliminary assessment and determined that the submitted information fulfills regulatory requirements for a Development and Production Plan to move forward in the regulatory process. A full assessment of the DPP will take several years to complete. Comments are being accepted by BOEM Alaska Region (AKR) on the operational aspects of the Liberty DPP on this docket through November 17, 2015. Please go to Docket #: BOEM-2015-0068 to provide BOEM with comments regarding the preparation of the EIS, starting on September 26, 2015 through November 24, 2015. BOEM is only accepting and considering public comments submitted through the Federal eRulemaking Portal (regs.gov).
