Twelve public interest groups—Center for Biological Diversity, Chesapeake Bay Foundation, Communities for a Better Environment, Conservation Law Foundation, Earthjustice, Environment America, Environmental Defense Fund, Environmental Law & Policy Center, Natural Resources Defense Council, Inc., Public Citizen, Inc., Sierra Club, and Union of Concerned Scientists (collectively, Commenters)—submit these comments on the proceeding of the U.S. Environmental Protection Agency (EPA) entitled "California State Motor Vehicle Pollution Control Standards; Advanced Clean Car Program; Reconsideration of a Previous Withdrawal of a Waiver of Preemption," and published at 86 Fed.
