Approval and Promulgation of Implementation Plans; State of Utah; Salt Lake County, Utah County, and Ogden City PM10 Redesignation to Attainment, Designation of Areas for Air Quality Planning Purposes

On behalf of the Center for Biological Diversity and Western Resources Advocates, I am writing to ask for a 30 day extension of the public comment period on EPA-R08-OAR-2019-0276, Approval and Promulgation of Implementation Plans; State of Utah; Salt Lake County, Utah County, and Ogden City PM10 Redesignation to Attainment, Designation of Areas for Air Quality Planning Purposes and State Implementation Plan Revisions. The proposed rule appeared in the Federal Register on November 21, 2019. Comments are currently due by the day before Christmas eve, December 23rd. The current public comment period includes Thanksgiving and the day after Thanksgiving, which most people take as a holiday. EPA received this SIP submission on January 4, 2016 so it had almost four years to review Utah's submittal. In contrast, members of the public only currently have 30 days but with several of those days lost to holidays in terms of work.
