Dear Ms. Hardin, These comments are submitted on behalf of the Center for Biological Diversity (Center) to the Food and Drug Administration (FDA) on the proposed regulation to put into effect a final monograph for nonprescription, over-the-counter (OTC) sunscreen drug products, Docket No. FDA-1978-N-0018. The Center is a non-profit public interest conservation organization with more than 1.4 million members and online activists dedicated to protecting imperiled species and their habitats, including efforts to protect the marine environment from the risks of sunscreen pollution. The Center urges the FDA to ensure that the approval of sunscreen chemicals comports with the requirements of the Endangered Species Act (ESA). Abstract

The Food and Drug Administration (FDA) is correcting a proposed rule relating to the regulation of over-the-counter (OTC) sunscreen monograph products that appeared in the Federal Register of February 26, 2019. The document was published with formulas that were illegible. These corrections are being made to improve the accuracy of the proposed rule.
