The Edison Electric Institute (EEI) and its member companies appreciate the opportunity to provide the Department of Commerce's Bureau of Industry and Security (BIS) with the following summary comments in response to the Advance Notice of Proposed Rulemaking (ANPRM) entitled Securing the Information and Communications Technology and Services Supply Chain: Unmanned Aircraft Systems. EEI and its member companies understand that the ANPRM seeks to, "assist BIS in determining the technologies and market participants that may be appropriate for regulation in order to address undue or unacceptable risks to U.S. national security, including U.S. ICTS supply chains and critical infrastructure, or/and to the security and safety of U.S. persons." As safety and security are foundational to the electric industry's operations, EEI and its member companies look forward to engaging with BIS throughout the rulemaking process.

Abstract
The Department of Commerce’s Bureau of Industry and Security (BIS) will publish an advance notice of proposed rulemaking (ANPRM) to seek public comment on questions related to transactions involving information and communications technology and services integral to Unmanned Aerial Systems that are designed, developed, manufactured, or supplied by persons owned, controlled, or subject to the jurisdiction or direction of foreign governments or foreign non-government persons identified at 15 CFR 7.4, pursuant to Executive Order (EO) 13873. This ANPRM will assist BIS in determining the technologies and market participants most appropriate for regulation pursuant to EO 13873.
