The Edison Electric Institute (EEI) appreciates the opportunity to comment on EPA's draft updated chapter of the Air Pollution Control Cost Manual on "Wet Scrubbers for Acid Gas" which addresses control measures, including wet and dry flue gas desulfurization approaches, for sulfur dioxide (SO2) and acid gas emissions. Attached are comments developed by consultant J. Edward Cichanowicz on behalf of EEI, the American Public Power Association and the National Rural Electric Cooperative Association. Attached is the submission of the Edison Electric Institute on EPA-HQ-OAR-2015-0341 (EPA's Air Pollution Control Cost Manual), consisting of 1) a comment letter plus expert report by J. Edward Cichanowicz, 2) seven attachments supporting the expert report, and 3) an index of the seven attachments.

Abstract

EPA is currently working to update the EPA Air Pollution Control Cost Manual, a document that has existed for nearly 30 years and is currently in its sixth edition. The current edition has not been updated since 2003. EPA is required to begin development of a seventh edition of this document under the 2014 Omnibus Act, and this will consist of release of several updated chapters at one time over a period of several years. All updated chapters will be available for public comment.
